The Executive Directors primary role is to manage the executive and business affairs of the organization. Among other things, his responsibilities include advising and recommending to the Executive Board the adoption of such measures, as may be deemed necessary or expedient for the improvement of administrative services, effectively managing internal and external communications, and policy initiatives.
Richard's service to his Community and the Commonwealth includes serving on the PA Department of Environmental Protections' Citizens Advisory Council, and as a voting member of the Pennsylvania Environmental Quality Board, which is a twenty-member independent board that consists of eleven State agencies and the four Chairs of the PA Senate and House Environmental Resources and Energy Committees, and is responsible for adopting the Pennsylvania Department of Environmental Protection's regulations. He completed a six-year term on the Hilltown Township, Bucks County, Board of Supervisors in January 2010, served on the Board of Directors of the Bucks County Association of Township Officials prior to becoming its Executive Director and Secretary, and served as a member of the Hilltown Township Zoning Hearing Board for six years.
Richard is Township Manager for the Township of Warminster, Bucks County. His professional experience spans public policy and municipal management, the food services, convenience store and fuel dispensing, transportation construction and engineering industries. Richard is adjunct faculty in the Villanova University Master of Public Administration program and he holds a Bachelor of Science in Public Administration and a Master of Public Administration.
